About the Presenters
Victor R. Torres (Retired): On September 1, 2015 Victor retired from the Fort Wayne Police Department in Fort Wayne, Indiana after 24 ½ years. Victor has served his agency in many capacities ranging from DARE Officer, Motorcycle Patrol Officer, Field Training Officer, Crisis Intervention Team Officer and trainer, Street Operations Patrolman and a 20 year Crisis Response Team member as a hostage and crisis negotiator. Victor’s last assignment was in the Detective Bureau’s homicide division. Victor has been fortunate in negotiating numerous barricaded, suicidal and hostage incidents with success.
Victor currently works as an SRO and for National Tactical Officers Association (NTOA), as a contracted hostage negotiations instructor.
Since 2012 Victor has served as Board member and former Chair of the Board of Directors for Mental Health America of Northeast Indiana and still remains on a Mental Health America subcommittee. Since 2009, Victor has served and currently serves on the Board of Directors for Park Center Inc. Fort Wayne’s leading mental health provider. Victor also serves on the Board of the Indiana Association of Hostage and Crisis Negotiators and has held that seat since 2012.
Sergeant Harry Drucker: Sergeant Harry Drucker recently retired from the Los Angeles County Sheriff’s Department after 33 years of service. More than 23 of those years was as a hostage/crisis negotiator. Sergeant Drucker has responded to over 300 barricaded suspect and hostage situations across over 4,000 square miles of Los Angeles County. He continues to respond to barricade callouts as a reserve Deputy with the Department. Sergeant Drucker has instructed thousands of hostage negotiators across the United States and Canada.
Like most of the nation’s negotiators, Sergeant Drucker maintained collateral assignments. Between call-outs, he ran the Department’s studio that produces training videos. Sergeant Drucker worked a variety of Custody and Patrol assignments including five years as a Civil Litigation Investigator and four years as one of his Department’s Public Information Officers.
Sergeant Drucker is a member and frequent presenter for the California Association of Hostage Negotiators (CAHN) and is a graduate of the FBI’s National Crisis Negotiation Course at the FBI Academy in Quantico, VA.
Harry is very active in the Law Enforcement Torch Run for Special Olympics (LETR) Organization. He serves as the Production Manager for the LETR International Conference and has been the videographer for the LETR Final Leg for the Special Olympics World Games in South Korea, Los Angeles, Austria and Abu Dhabi.
He holds an Associate of Science degree in Administration of Justice and a Bachelor of Science degree in Business Administration. Harry lives in Sherman Oaks, a suburb of Los Angeles, with his wife and their two children.
Detective Jason White: Det. Jason White is a 23-year veteran of the Tulsa Police Department. Throughout his career he has worked in uniform patrol, along with serving as a member of the Street Crimes Unit, undercover investigator in the Special Investigations Division Narcotics Unit, School Resource Officer, and Crime Scene Detective.
Det. White currently is assigned to the Homicide Unit where he has served for more than 11 years and has been featured in several episodes of The First 48 on A & E.
Det. White was also assigned to the Special Operations Team as a Crisis Negotiator where he served for over 10 years, and is a current member of the Critical Incident Response Team where he has served for the past 15 years.
Over the course of his career, Det. White has received multiple commendations including a Citation of Recognition from the State of Oklahoma House of Representatives in 2012, Medal of Valor in 2011, and the Chief’s Unit Award in 2009.
Det. White has a B.S. Degree in Professional Law Enforcement from Oklahoma City University, and an A.S. Degree in Police Science from Oklahoma State University.
Finally, Det. White has spoken throughout the country, and Canada.
Paul Keith: My name is Paul Keith. I currently work at the Little Elm, Texas, Police Department. I am assigned to the Criminal Investigation Division as a Special Victims Unit Detective. I am also a member of the Hostage/Crisis Negotiator Team and the Training Coordinator for the team.
I have been a Law Enforcement Officer for 29 years. I retired from the Denton County Sheriff’s Office as a Sergeant and Team Leader on the Hostage Negotiator Team. As a Sergeant I supervised Patrol, the Traffic Unit and finally the Criminal Interdiction Unit.
I was the Vice President of Training with the Texas Association of Hostage Negotiators from 2016 until earlier this year. My role on the Board of Directors was to fulfill the duties of Training Coordinator and schedule speakers for our annual 36 hour conference.
I have been a Hostage Negotiator for almost 20 years and have served in all roles in a Negotiator Team, including being the Team Leader and Training Coordinator for the team.
I served in the Navy from 1987 until 1991. Upon leaving the Navy I attended the Police Academy and haven’t looked back.
Finally and most importantly, I have a beautiful wife, who is also a Police Officer and Hostage Negotiator, three kids and six and a half grand kids.
